Xi'an Light Industry Watch Research Institute Co., Ltd. (hereinafter referred to as “the Company”) was established in 1963. It is a research institution within the watch and timekeeping sector affiliated with a central state-owned enterprise. It serves as a key unit for the development and supply of national defence timekeeping instruments in China, and is also an authoritative platform for the research and development of new technologies and the provision of technical services within the country’s watch industry. On 1 July 1999, it was restructured into a technology-based enterprise. It is currently a subsidiary of China National Building Materials Group Corporation, a central state-owned enterprise under the administration of the State-owned Assets Supervision and Administration Commission of the State Council, and a wholly-owned second-tier enterprise of the China Academy of Building Materials Research Co., Ltd. The National Watch and Clock Quality Inspection and Testing Centre, the National Watch and Clock Standardisation Centre, the National Light Industry Watch and Clock Information Centre, and the China Light Industry Watch and Clock Vocational Skills Training Base are all housed within the company. It undertakes the research, development and production of military and civilian timing instruments, as well as a range of technical services for the watch and clock industry, including quality inspection, the formulation and revision of standards, the collection and processing of watch and clock information, and vocational training. The company has successively obtained ISO 9001 quality management system certification, National and Military Standards quality management system certification, Level 2 confidentiality qualification for scientific research and production units of weapons and equipment, qualification as an equipment manufacturing unit, certification as an industrial (watch and clock) product quality control and technical evaluation laboratory, and environmental management system certification. It has been awarded titles such as High-Tech Enterprise, National SME Public Service Demonstration Platform, Xi’an Aerospace Time Control Engineering Technology Research Centre, and National Specialised, Refined, Unique and Innovative “Little Giant” Enterprise. The company adheres to technological innovation as its guiding principle, continuously promoting the deep integration of industry, academia, research and application. It has gradually established five core technologies in the field of specialised time measurement and control technology, characterised by “aerospace passive drive technology, space precision mechanism design and manufacturing technology, time synchronisation technology, and the R&D of time measurement and testing equipment. The time control, drive and transmission products developed by the company are applied in China’s aviation, aerospace, maritime, armaments, nuclear physics and military electronics sectors.
