TECHNICAL REPORT

Following the successful conclusion of the POWER Industry-Finance Summit at the main venue of FAIR plus 2026 in Shenzhen, the second event in the “POWER On the Road” series—the Shanghai special session—was successfully held on 27 May at Dachen Capital in Shanghai. The event was jointly organised by the Shenzhen Robotics Association, the Shenzhen Venture Capital Association and Dachen Capital. Building on the conference’s core mission of “connecting industry, capital and projects”, this Shanghai event established a platform for cross-regional exchange and cooperation within the intelligent robotics sector through themed presentations, institutional networking, corporate roadshows and ecosystem partnerships.

He expressed the hope that, building on this event, interaction and exchange between Shenzhen and investment institutions and robotics enterprises in Shanghai and the Yangtze River Delta region would be further strengthened, thereby facilitating more efficient connections between high-quality projects and industrial capital.

     Dr Tan Weijia, Full-time Secretary-General of the Shenzhen Robotics Association and founder of the FAIR plus Robotics Full Industry Chain Forum, then delivered a keynote presentation on the development of the POWER Robot platform and the robotics industry ecosystem.

      Tan Bo noted that as artificial intelligence technology continues to extend into the physical world, the boundaries of the robotics industry are constantly expanding, and the value of various links in the industrial chain—including upstream core components, finished product manufacturing, system integration, data collection and application scenarios—is also being reshaped at an accelerating pace. In response to this trend, both the FAIR plus Robotics Full Industry Chain Conference and the POWER Robot Future Conference are committed to establishing more efficient platforms for exchange amongst robotics enterprises, research teams, industrial investors and supply chain partners.

      She explained that POWER Robot not only focuses on centralised exhibitions and resource networking during the conference, but will also continue to foster two-way communication between enterprises and capital by visiting different cities and connecting with local investors and industry resources. Shenzhen possesses distinct advantages in terms of its robotics industry chain and venture capital ecosystem. It is hoped that, building on this foundation, the city can forge more complementary industrial partnerships with Shanghai and the Yangtze River Delta region, providing robotics enterprises with ongoing support ranging from development and validation, through supply chain collaboration, to access to financing.

The company focuses on green plant protection in agriculture and, through visual recognition, laser-guided precision operations and intelligent control technologies, is exploring new ways to reduce the use of chemical herbicides and improve agricultural efficiency. He also highlighted the company’s plans for expanding into overseas markets.

Xia Zhimin, Director of the Sainade Artificial Intelligence Research Institute, spoke on the application of robotics in logistics scenarios. The company is focusing its efforts on areas such as autonomous loading and unloading and logistics sorting, exploring ways in which robotics technology can address the logistics industry’s practical needs in terms of high-intensity operations, labour costs and the integration of automated processes, with a view to promoting the large-scale implementation of embodied intelligence in logistics scenarios.

Over the past decade, China’s robotics industry has flourished. As the world’s largest robotics market to date, core components manufactured in China have been proven through large-scale industrial application, and the country’s overall manufacturing capabilities for robotic products are now being exported globally. About the Association

The Shenzhen Robotics Association (SRA) was established in September 2009 on the initiative of the Shenzhen Institute of Advanced Technology, Chinese Academy of Sciences, and is one of the earliest robotics industry associations to be founded in China. The Association is a non-profit social organisation voluntarily formed by enterprises, research and development institutions, and relevant entities across the entire industrial chain engaged in the robotics sector in Shenzhen. The Shenzhen Robotics Association has grown alongside the development of Shenzhen’s robotics industry and the expansion of robotics enterprises. Its membership comprises over 900 companies operating in fields such as industrial robotics, service robotics, medical robotics, educational robotics, specialised robotics and artificial intelligence, with a combined output value exceeding 200 billion yuan. It is the largest regional association in the robotics sector in terms of both membership numbers and output value.

Drawing on the research resources of the Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences, the Association comprises the Shenzhen Artificial Intelligence Expert Committee, the Young Experts Committee and the Medical Robotics Expert Committee. It has successively initiated the establishment of the Shenzhen Artificial Intelligence Society, the South China Machine Vision Industry Alliance and the Shenzhen Logistics Robotics Industry Alliance. FIRST stands for the “Forum on Intelligent Robot Science and Technology”. The conference invites academicians and business leaders to deliver keynote speeches and take part in high-level discussions, and is distinguished by its international and professional line-up.

The 2026 FIRST Conference, in collaboration with the International Federation of Robotics (IFR) and the Automation and Robotics Division of Germany’s VDMA, will host the main industry forum. Together with the editorial board of the US journal *Science Robotics*, it will organise a special academic forum entitled “From Concept to Reality: Bringing Intelligent Agents into the Real World”, alongside seven parallel sub-forums covering industry, agriculture, marine applications, medical rehabilitation and other sectors, focusing on core robotics technologies, application breakthroughs and challenges in industrial mass production across multiple fields. Earlier during the exhibition, a number of significant industry achievements were announced: the *Shenzhen Robot Industry Development White Paper (2025)* was released for the eleventh consecutive year, alongside the authoritative report *Research on “Robot+” Application Innovation Scenarios*; the second batch of typical application demonstration cases for Shenzhen’s “Robotics+” initiative was released; work commenced on compiling vocational skills training modules for service robotics application technicians and organising the first National Safety and Emergency Rescue Robotics Competition; and the Alliance for the Localisation of Robotics Electronic Architectures was formally established, providing data support, scenario guidance and new impetus for industrial development.

We aim to create a platform for technical professionals to exchange ideas through the development of technical standards, the joint organisation of technical community events, and activities for members of relevant business associations.

The MATCH series will continue to take Shenzhen’s Nanshan District robotics industry “Challenge-Based” policy as its core focus, building on the proven and efficient event model of previous editions. Prior to the event, it will solicit real-world demand lists from various scenario providers across the country and organise on-site sessions to interpret these needs, whilst collaborating with leading robotics enterprises from across the country to organise closed-door, targeted supply-and-demand matchmaking sessions, with the aim of fully advancing the resolution of industry challenges and the practical implementation of solutions.

During the 2026 exhibition, a total of 25 industry-specific matchmaking sessions were held, covering a full range of sectors including manufacturing, commerce and logistics, healthcare, elderly care services, commercial communities, safety and emergency response, government services, and property management and industrial parks. Dozens of major clients, including FAW Group, CNOOC, Vanke Group, Shenzhen Metro, Jomoo Kitchen & Bath, Nanshan District People’s Hospital and the Shenzhen Public Security Bureau, announced hundreds of genuine procurement requirements on site. Technology providers and clients engaged in targeted one-to-one discussions and finalised partnerships face-to-face, successfully driving the large-scale deployment of robotic products across multiple scenarios.

The 2026 exhibition will feature matchmaking sessions with dozens of overseas professional buyer delegations, with the Europe-focused session centring on supply chain coordination and technological cooperation between China and Europe, whilst the Asia-focused session will feature the high-profile announcement of Thailand’s government procurement plan for 1,000 humanoid robots. As embodied intelligence moves from the laboratory to the factory floor, and as the industry shifts from a “technological race” to the “challenge of mass production”, a major event bringing together the core players of the global robotics industry is delivering a significant achievement in mass production here in Shenzhen.

Mass production is not a battle fought by a single company, but rather a collaborative effort involving the entire industrial ecosystem. FAIR plus has joined forces with leading organisations in the sector to build an infrastructure ecosystem that supports mass production, addressing the common challenges faced by companies during the mass production process.

With regard to joint standard-setting, in collaboration with organisations such as the China Information Association, TÜV Rheinland and the Shenzhen Institute of Advanced Technology of the Chinese Academy of Sciences, has advanced the development of three national standards and two industry association standards, covering core areas such as embodied intelligence datasets, robotics training grounds and humanoid robot wiring harness components, with a view to establishing uniform specifications for mass production and securing a leading role in shaping industry standards; In terms of ecosystem services, Siemens Xcelerator provided digital manufacturing solutions, Jiali Creative shared a comprehensive guide on avoiding pitfalls throughout the entire process from prototyping to mass production, whilst ROSCon China and Open Source China fostered an open-source development ecosystem; TÜV Rheinland provided insights into compliance requirements for global expansion, offering end-to-end services covering everything from R&D and prototyping to mass production, and from domestic sales to global market entry.

The country’s first Safety and Emergency Rescue Robot Competition kicks off in Shenzhen

On 22 April, the first Safety and Emergency Rescue Robot Competition, held under the theme “Technology for Good, Life First”, took place at the Shenzhen Convention and Exhibition CentreFAIR plus 2026 Robotics Industry Networking EventThe competition has officially commenced. Rather than featuring flashy demonstrations, the event issues a “call to action” to universities, research institutes and start-ups worldwide through highly realistic extreme rescue scenarios. As a public-benefit competition, there are no entry fees throughout the event; the aim is to enable more teams with technical aspirations to participate without any barriers, and to jointly explore the boundless possibilities of emergency rescue technology.


At present, the frequent occurrence of natural disasters, coupled with urban risks, has created an unprecedented and urgent need for intelligent and unmanned rescue equipment. This competition was guided by the Research Centre of the Ministry of Emergency Management and organised by the University of Emergency Management, with the Guangdong Academy of Sciences Association, the Shenzhen Robotics Association, the Shenzhen Public Welfare Rescue Volunteers Federation, China Electronics Haikang Wuxi Technology Co., Ltd., Shenzhen Industrial Space Development Co., Ltd., and is co-organised by the Shenzhen Emergency Safety Industry Association and the Beijing Pinglan Public Welfare Foundation, bringing together stakeholders from government, industry, academia, research and end-users. During the afternoon session of the “Specialised Robots:Focusing on Emergency Response: Exploring the Potential for Human-Machine Collaboration”At the parallel session, the five highly anticipated practical competition challenges were officially unveiled.”


Addressing the core issues

From “showcasing technical prowess in the laboratory” to “real-world application amidst the ruins”


At the forum, the participating experts did not waste time on pleasantries, but went straight to the heart of the matter, highlighting the current “weaknesses” of emergency response robots.


In his address, Zhong Ruixing, First Secretary of the Joint Party Committee of Science and Technology-related Social Organisations in Shenzhen, noted that extreme weather and disasters are forcing traditional emergency response methods to evolve. Emergency response robots should not merely be sophisticated models confined to laboratories; they should be “tough comrades-in-arms” capable of entering burning buildings, diving into deep water and navigating rubble—serving as a protective barrier to safeguard the lives of rescue personnel. In his view, Shenzhen boasts the most comprehensive robotics industrial chain in the country, and the significance of this competition lies in driving the industry’s transition from consumer-grade to “specialised, combat-ready” applications.

Speaking on the design of the competition challenges, the forum’s moderator, Professor Wang Pinghui of Southern University of Science and Technology, likened emergency rescue to the “ultimate testing ground” for robotics technology. He believes that, ranging from mountainous terrain delivery to underwater search and rescue, these five competition challenges cover the most challenging and intractable scenarios encountered during disasters, designed to test the technological foundations under extreme conditions characterised by “cut-off roads, cut-off communications and power outages”.

Han Zhenfeng, Executive Deputy Director of the Confined Space Emergency Robotics Laboratory at the National Institute for Natural Disaster Prevention and Mitigation under the Ministry of Emergency Management, summarised the current technological dilemma in nine words: “Cannot enter, cannot see clearly, cannot operate”. Yang Ruiyang, a postdoctoral senior engineer at the Ministry of Emergency Management’s Big Data Centre, let the figures speak for themselves: Amid thick smoke and intense glare, more than 90 per cent of a firefighting robot’s movements still rely on manual remote control; in high-altitude, sub-zero environments, the equipment failure rate exceeds 40 per cent. Faced with “stacked-pancake” rubble and complex industrial and commercial environments, existing wheeled and tracked robots are often at a loss.

Challenges also present opportunities. Liu Yongtao, a professor at the University of Emergency Management and Director of the Hebei Provincial Key Laboratory for Work Safety and Emergency Response Specialised Robots, revealed that China is accelerating the construction of the world’s first training and certification base for embodied specialised robots. Future robots must not merely be “remote-controlled toys”; rather, they must become intelligent comrades-in-arms capable of “easy communication and simple operation” with rescue personnel, achieving deep collaboration where “humans make decisions and machines take the risks”. Hu Weijian, a researcher at the Search and Rescue Centre of the Ministry of Emergency Management, also emphasised that evaluation criteria must return to the principle of “practicality in real-world operations”, allowing technology to evolve through rigorous testing.


Turning her attention to the global humanitarian sector, Hu Huihua, the China Liaison and Co-ordinator for the Private Sector at the United Nations Office for the Co-ordination of Humanitarian Affairs (OCHA), shared a set of sobering figures: at least 326 humanitarian workers were killed worldwide in 2025. She believes that emergency response robots are evolving from a “concept of the future” into a “vital necessity”, serving as the first “eyes” and “hands” to enter dangerous areas. China’s strengths in manufacturing and supply chains should be channelled into developing technology that is “affordable and accessible” to the world.

For robots operating deep within disaster zones, power is the “heart”. This leading portable energy storage company, with cumulative sales exceeding 7 million units, not only has its products distributed across more than 50 countries worldwide, but has also been among the first to donate solar-powered outdoor power stations during numerous disasters—including the Shigatse earthquake in Tibet, the California wildfires in the US, and the Noto Peninsula earthquake in Japan—providing crucial energy support for on-site rescue operations.

Simulating the harsh realities of the real world

According to the competition organising committee, the challenges in this competition are specifically designed to address the key challenges faced in frontline rescue operations, with all events taking place in simulated extreme conditions characterised by “cut-off roads, no internet and power cuts”.


● Targeted delivery of relief supplies to mountainous areas following a disaster:The robot must autonomously navigate 300 metres of complex terrain—featuring steep slopes, loose stones and dynamic water jets—and accurately deliver 20 kilograms of emergency supplies on two consecutive occasions.


● Clearing a narrow passageway in a collapsed building:Simulating a desperate situation deep within the ruins, the robot must crawl into a pipe with an internal diameter of just one metre and carry out millimetre-precise demolition of concrete slabs within an extremely confined triangular working area; any accidental damage would result in a “secondary collapse”.


● Precise Underwater Positioning and Buoyancy-Assisted Rescue during Floods:In murky waters littered with fishing nets and other debris, the robot must rely on a fusion of sonar and visual data to lock onto targets and precisely carry out the attachment and inflation of buoyancy bags for towing.


 Large-scale AI reconnaissance and precision airdrops following a disaster:The drone must, whilst operating in conditions of severe turbulence, rely on AI to distinguish between human figures and thermal interference sources, and drop supplies from a high altitude into designated bins with a margin of error not exceeding 100 millimetres.


● Fire rescue operations in high-rise buildings:This is a multi-dimensional operation requiring ground, climbing and aerial robots to work together—within the communication dead zones caused by thick smoke—to carry out the full range of tasks, from locating the source of the fire, climbing whilst carrying heavy loads, and breaking windows to ventilate the smoke, right through to multi-dimensional firefighting.


Joint Ecological Development

From the playing field to the world stage

During the forum, the Beijing Pinglan Public Welfare Foundation presented details of its forthcoming “China Civilian Ocean-going Medical Rescue Vessel” project. This 5,000-metric-tonne medical vessel will set sail for Southeast Asia, Africa and other regions to carry out humanitarian aid missions, marking a landmark step for civilian rescue efforts as they venture into the open seas. Zhu Zhaokui, Deputy General Manager of China Electronics Haikang Wuxi Technology Co., Ltd., stated that the company would be deeply involved in post-competition technology incubation, helping emergency response robots make the leap from being “usable” to “user-friendly”.


Registration for the competition is now open to participants worldwide. The deadline for submitting proposals for the preliminary round is 30 June 2026, and the final is scheduled to take place in Shenzhen in October 2026. In addition to gaining direct access to leading resources within the industry chain, the winners will also be recommended to the national emergency management authorities as outstanding solutions for use in national-level drills and demonstrations.


As the organising committee has stated, they are looking forward not merely to a contest of technological prowess, but to enabling more young scientific and technological talents to truly fulfil the promise of “using technology to safeguard life” through extreme challenges where life and death hang in the balance, and to jointly create a new paradigm for human civilisation in the age of AI.

On 22 April 2026, the FAIR plus Robotics Full Industry Chain Conference officially opened at the Shenzhen Convention and Exhibition Centre (Futian). Positioned as a world-class conference on robotics development and manufacturing technology, this event focuses on technologies and development resources across the entire robotics industry chain. At the exhibition, the “You Set the Task, I’ll Do It” interactive session was full of highlights. As members of the audience pulled out their earphones and hair clips, Xiao Nuo performed zero-shot adaptation and organised them with precision, achieving a task completion rate of approximately 98%.

Upon receiving the instruction to “hand me the car keys”, Xiao Nuo thought for a moment and then delivered them with precision:

Someone else posed this question: “Pass me the purple ear stud in front of you, but you’re not allowed to hold it between your fingers.” My brain went completely blank—what on earth is this question?
After giving it some thought, Xiao Nuo successfully passed the earring on to the audience member who had posed the question—well done!

Why is it possible to achieve “perfect execution of any instruction”?

It is primarily underpinned by two core technologies:

Firstly, KnowinBrain, the foundational platform for embodied cognitive large models — by utilising a 1–5 Hz execution feedback mechanism, the large model is capable of autonomous thinking, dynamically assessing its physical state, and autonomously reflecting upon and correcting itself, thereby establishing a closed-loop system linking perception, planning and execution.

Secondly, the generative action encoder-decoder, Action Tokenizer, is pre-trained on video data generated by KnowinDream. It possesses the ability to generalise action representations, ensuring smooth operation in unknown tasks and environments; furthermore, it achieves full alignment with both semantic and visual information, truly enabling it to “do what it sees and hears”.

Noin has abandoned the technical approach of mimicking large language models; when carrying out tasks, it first seeks to understand the real world before generating the desired actions, rather than simply imitating them!
